Judge Kathie Hess is a respected Juvenile Judge known for her compassionate, thoughtful approach to justice and her unwavering commitment to the well-being of children and families. She is the visionary behind both The Rock Center and the SUCCESS Program, initiatives designed to provide guidance, structure, and supportive services to young people and their families. Through these programs, Judge Hess has helped reshape how communities respond to juvenile justice—prioritizing prevention, mentorship, and meaningful intervention over punishment alone.

Evetta Whitby is a dedicated community leader and advocate for youth and family empowerment, serving as Director of the SUCCESS Program, where she works to support students through mentorship, education, and pathways to long-term success. Through her leadership, she is committed to equipping young people with the tools, guidance, and opportunities they need to thrive both academically and personally.

A lifelong servant of her community, Evetta is an active member of Delta Sigma Theta Sorority, Inc., where she contributes to initiatives focused on educational development, community engagement, and social impact.

In addition to her professional work, Evetta has a strong history of civic involvement and public service, including leadership roles within the Forrest City community. She is passionate about creating positive change, strengthening families, and building a more connected and empowered community across the Arkansas Delta.
