Ethel Hutchinson is the Sexual Assault Manager and Outreach Coordinator of Second Chance DVSA Shelter, a nonprofit organization dedicated to supporting survivors of domestic violence and sexual assault in Arkansas.
Ethel has been with Second Chance for over three years, beginning her career as a Domestic Violence Advocate, later serving as the Outreach Coordinator, and stepping into her current leadership role as Sexual Assault Manager in July 2025. In addition to her advocacy work, Ethel is also a skilled grant writer who has helped secure more than $100,000 in funding to expand Second Chance’s programs and services for survivors.
Second Chance provides emergency housing, crisis referrals, and trauma-informed advocacy for victims, including those struggling with homelessness or mental health challenges. Trained through the Arkansas Coalition Against Domestic Violence (ACADV) and the Arkansas Coalition Against Sexual Assault (ACASA), Ethel combines professional expertise with compassionate outreach to empower survivors toward healing and independence.
Before joining Second Chance, Ethel served her community as a Support Specialist for the Crowley Ridge Development Council, providing guidance and resources to individuals and families in need. She graduated Valedictorian from West County Technical High School in Chesterfield, Missouri, and continued her education at the University of Missouri–St. Louis, earning a degree in Computer Programming and Network Management.
Ethel’s passion for advocacy stems from her belief that everyone deserves safety, dignity, and the opportunity to rebuild their life. She frequently speaks to law enforcement, service providers, and community leaders about breaking the link between domestic violence and future acts of violence through education, empathy, and prevention. Her mission is to create safer communities by helping survivors rebuild their lives and reminding society that healing begins when someone listens.
